CM Punjab Free Livestock Scheme 2025 Phase 2 – Apply Now Before Deadline Ends!

The Punjab government, under the leadership of Chief Minister Maryam Nawaz Sharif, has launched Phase 2 of the CM Punjab Free Livestock Program 2025. This initiative isn’t just about distributing animals—it’s about transforming lives. By targeting underprivileged women in South Punjab, this program is creating real opportunities for economic empowerment, particularly in rural communities where employment options are limited.

The scheme provides free cows, buffaloes, and goats to eligible women, helping them start small-scale livestock businesses. This move is not only aimed at generating income through milk and meat production but also boosts local agriculture and supports the national economy.

What’s New in Phase 2?

After the successful completion of Phase 1, which benefitted thousands of women, Phase 2 officially began on May 15, 2025. With an increased budget of PKR 2.5 billion, the scope has expanded significantly. The new phase aims to distribute around 6,000–7,000 animals, targeting 12 districts in South Punjab, including Multan, Vehari, Lodhran, Bahawalnagar, Rahim Yar Khan, and more.

Unlike the first round, this phase places special emphasis on areas that were previously underserved. It also introduces better breeds, with goats prioritized in arid zones like Layyah and Rajanpur, due to their adaptability and lower upkeep.

Eligibility Criteria – Are You Qualified to Apply?

To ensure that the program reaches only the most deserving, strict eligibility guidelines have been set. You can apply if you meet all the following conditions:

  • Gender & Status: You must be a woman who is either a widow or legally divorced.

  • Age Limit: You should be under 55 years old.

  • Residency: Must live in one of the selected South Punjab districts and possess a Punjab domicile.

  • Poverty Score: Your PMT (Poverty Means Test) score must be below 32, verified by the Punjab Social Protection Authority (PSPA).

  • Livestock Ownership: You should not currently own any livestock, nor have sold livestock from Phase 1.

  • Housing Capability: You must have the basic facilities to house and care for one animal.

  • CNIC: A valid computerized national identity card is required.

These criteria help ensure that the aid reaches women who are truly in need and can benefit most from livestock ownership.

How to Apply for the Free Livestock Program

Applying is simple and can be done in two ways—online or offline, depending on your access to internet facilities.

Online Application Steps:

  1. Go to livestock.punjab.gov.pk or download the “Asset Transfer to Rural Women” app from Google Play Store.

  2. Register with your CNIC and mobile number.

  3. Fill in your personal, marital, and economic details.

  4. Upload necessary documents, including a scanned CNIC and proof of residency.

  5. Submit the application and note your reference number sent via SMS.

Offline Application Steps:

  1. Visit your nearest veterinary hospital or livestock department office.

  2. Bring your CNIC, proof of address, and poverty documentation (such as BISP registration).

  3. The staff will help you complete the form and enter your details into the official 9211 registration system.

Verification and Animal Distribution

Once you apply, your application goes through a multi-level verification process via NADRA, PSER, and local field visits. A fair, computerized lottery system is used to choose the beneficiaries.

Successful applicants will receive a confirmation SMS, guiding them to collect their assigned animal from the nearest government facility. Alongside the animal, they’ll also receive a starter kit, including feed and a health certificate for the animal.

Application Deadline – Don’t Miss Out!

The last date to apply for Phase 2 of the CM Punjab Free Livestock Scheme is June 15, 2025. Given the limited number of animals available, it’s highly recommended to register as early as possible to secure your spot.
