The Punjab government is launching Phase 2 of the Livestock Distribution Program to support poor women in rural areas. After the success of the first phase, this new phase will start from June 1, 2025, under the leadership of CM Maryam Nawaz Sharif. The goal is to help women earn money by providing them free animals like cows, buffaloes, and goats.
This initiative gives deserving women a chance to start small businesses from home. With a cow or goat, they can sell milk or breed animals, giving them a steady income and financial independence.
Who Can Apply?
The eligibility criteria have been slightly updated to make sure only those who truly need help are selected. Here’s what you need to qualify:
Must be a widow or legally divorced woman
Age under 55 years
Have a Punjab domicile
Must live in one of 12 South Punjab districts
Poverty score (PMT) below 32, verified by the government
Must not already own any livestock
Must not have sold animals from Phase 1, if previously selected
Must have a valid CNIC
Should be able to take care of the animal, confirmed by local veterinary officers
Which Areas Are Covered?
The scheme will again focus on 12 districts in South Punjab:
Multan
Khanewal
Lodhran
Vehari
Bahawalpur
Bahawalnagar
Rahim Yar Khan
Dera Ghazi Khan
Layyah
Muzaffargarh
Rajanpur
Kot Addu
These areas were picked because of high poverty levels and the success of Phase 1.
What Will Beneficiaries Receive?
The government will distribute 6,000 to 7,000 animals during this phase. This includes:
Cows and buffaloes for better milk production
Goats for easier management in dry areas like Rajanpur and Layyah
Along with animals, women will get:
Free fodder kits

All of this is 100% free. No payment or third-party agent is involved.
