The Benazir Income Support Programme (BISP) has introduced major changes in its 2025 registration process. These updates are designed to bring more low-income families into the safety net by relaxing the rules that once made it difficult for many deserving people to qualify.
If you’ve applied in the past and got rejected or never applied at all, this might be the right time to try again. These changes are a game-changer — especially for those who were just above the cutoff in previous years.
New PMT Score Threshold – More Families Can Now Qualify
Previously, the Proxy Means Test (PMT) score had to be under 30% for a family to be eligible. That strict number excluded many who were still struggling to meet basic needs. But now, BISP has raised the limit to 34%.
That extra 4% might sound small, but in practice, it means thousands of new families — including those with slightly higher expenses or more dependents — now qualify. This decision is a big relief for people who have been surviving just above the old threshold.
Monthly Income Limit Increased – Now Up to Rs. 50,000
In 2024, if your monthly household income was above Rs. 30,000, you didn’t qualify for BISP. That amount barely covered rent and groceries, let alone other expenses. Recognizing inflation and rising living costs, BISP has now increased the monthly income limit to Rs. 50,000.
This update reflects a more realistic understanding of what it means to be a low-income family today. With this new limit, many working-class households who still live paycheck to paycheck can now receive much-needed financial assistance.
Registration Now Easier – No Need to Travel Far
One of the biggest issues people faced was the limited access to registration centers. Before, you had to go to the main district headquarters, which was often far and costly to reach. In 2025, that’s no longer the case.
Now, once you update your personal information, you can register from local centers closer to your home. This saves time, money, and stress — especially for women, the elderly, and those with disabilities.
Reapply After Rejection – Get a Second Chance
If you were previously marked as ineligible, that doesn’t mean the door is closed forever. BISP has introduced a reapplication option. This means if your household circumstances have changed or you were mistakenly disqualified before, you can now go through a Dynamic Survey and try again.
All you need to do is:
-
Visit your nearest BISP office
-
Bring your valid CNIC
-
Provide updated information about your household
-
Wait for your new PMT score and result
This fresh opportunity is a major shift in policy and gives hope to thousands of families who previously felt left out.

More Payment Options – Easier Access to Your Money
Getting your payment used to mean long queues at limited sites. That’s changing in 2025. BISP beneficiaries now have more flexible options:
-
BISP Campsites: Traditional method still available
-
Banks: Direct transfers to your bank account
-
ATMs with Biometric Verification: Withdraw funds safely and anytime
This expansion in payment methods is designed to reduce waiting time and offer greater convenience — especially in urban areas.
